From a general perspective, though, if you have played out the balance and have violated the rules along the way, refund (refunding the deposits) does not sound like an option to me. Of course, it depends on the details. In such cases, winnings are voided upon casino account closure.

The safety index can be adjusted according to many factors. It doesn't just include unresolved complaints, so something must have changed for the casino to have this rating. Your complaint certainly played a role in the safety index, but if something was more important that's why you see it the way it is now.
On the other hand, I would say that if it changes by 0,1 it probably means absolutely nothing and the casino is still rated as BAD. That's something to be aware of.
