As per casino terms and conditions your country is not eligible to withdraw welcome free chips.
The free chip on signup is not eligible for Romania. You play to enhance your experience.
So yeah. The bonus does not work which is odd, i don't find anywhere in the conditions that statement. But the live chat confirmed it.

Dear Paul,
Thank you very much for submitting your complaint. I’m very sorry to hear about your problem with the welcome free chip bonus. I checked the casino’s T&Cs too and didn’t find Romania in restricted countries. Even though I understand your point of view, the casino can decide whether they grant you the bonus or not.
Also, in the screenshot you attached to your complaint, the live chat representant mentions that there is no problem with giving you some other bonus. We are sorry but we don't consider to be unfair if you can claim other bonus, so we are rejecting your complaint.
