So there is nothing there that can excuse what they have done. If that were the case, the merchant code for games would not have been blocked

Especially since 99,9% of all unlicensed casinos T&Cs state that it is the players responsibility to conduct to any local laws and regulations prohibiting gambling.

I totally agree, and I am certain that 99% of these casinos are connected to all kind of criminal activity and money laundering. But keep in mind that financial criminality is something that all governments with numerous employed lawyers, financial experts etc. battle every day but even for them it is hard to get to these companies.
