In my opinion, the point I saw incorrectly described in the first place is that casinos that do not pay out the money at all are penalized. Such complaints are not marked as "resolved," as you said. We close these as unresolved, rewarding the casino with blackpoints that alter the Safety Index.
However, I guess we can feel the score is about a precise number, not just about ten or zero, so yes, some casinos with a few unresolved complaints may still have a "yellow" average Safety index. I imagine it is quite complicated to keep an eye on all the information Casio Guru provides, but basically, relying just on one number alone is not a good idea.
Refer to the complaints and user reviews, too. In my opinion, playing in a casino with a recently unresolved complaint is not a good idea despite the rating being around 6 - almost just half of the probability that you will be properly paid. Each casino's home page displays the recent complaints under the "safety index explained" tab.
Sadly, especially on mobile phones, tons of information is harder to find because there is limited space for showing it all.
So, if you primarily use the mobile version, I see you may feel misled.
To be honest, I didn't fully understand the Ballersbet issue. I could not find any unresolved complaint. Needless to say, the "ratings" are not based on user experience quality, so there is no way to adjust each number according to anyone's opinion. Therefore, the Fair Gambling Codex, when applied to complaints, represents the baseline.
As I said, I'm not sure I understood the problem you described with the concrete casino; feel free to add a link to the associated complaint if you like.
