I don't think this is about legality. To me, it seems you created another account to play in the same casino willingly. Which is against the terms and conditions.

Most casinos are reluctant if at all to let you reopen an account once you have decided to close it, normally it's because you lost and want to leave. If you wanted to reopen you should have contacted support by live chat or email and request it to be opened giving the reasons why. You thought you could open another account using a different email but your KYC IP address and method of payment along with your phone number would have been the same and they would have picked up on it. It looks like you have made an error the result of which could see you losing your winnings. Why didn't you try another casino? There are plenty to choose from.
