I tried searching your document (https://gluecksspielstaatsvertrag.org/) for the word "Live" - 1 mention... This document doesn't seem to provide an answer. I'm interested in the answer, too, though. I'll keep looking.

"§ 22c Online-Casinospiele" on page 43 defines the regulations concerning online casino games such as blackjack or roulette. This includes also their live versions.
