Both documents seem to be in order for verification purposes, from my point of view.
As SunsetGaze mentioned, the bank statement serves as proof of residence. Not sure which notary version of the identity document you currently mean.
Just send your identity as you normally do in any casino that requires verification (both parts of the identity) and send any bill (water or electricity) showing your address and name and at the same time attach a bank statement showing your address and is stamped by your bank, that should be more than enough

In the first email they assure that they have already accepted your proof of income. Now the part that doesn't make sense: do you want a notarized ID? For me, the documents you already sent are perfectly valid, assuming all the details are legible and clear, a photo of both sides of the ID is enough or a selfie with the ID and to verify your address, the bank statement is enough showing your address, it already seems to me that they are using the verification as an excuse not to pay you, which deposit method did you use?
They claim his proof of funds were accepted, they still ask to verify his ID and address, but he already sent these documents and they still get rejected. That's the important part of the mails, the rest is just them referring to their T&C stating they can ask for whatever document in their absolute discretion.
They themselves say in those mails a proof of address can be a bank statement, which the user already sent and they keep rejecting it, if the bank statement has the bank seal I feel that's more than enough to verify it's a legit document, impossible to know what the casino wants
We usually try to support the cooperation with the casino, because many times before, such an approach worked best to get the winnings. On the other hand, no casino should feel encouraged to ask for unnecessary documents. Kindly update the complaint accordingly, if you haven't done so earlier.
