"Unverifiable" to me means there is no license at all, on a Curacao licensed casino all you have to do is click the regulator seal on the casino site and you will be taken to the regulator's site and check if the license is real or not.
Not having a license is not a real problem to me, faking having one is definitely a problem, I have played in illegal/unlicensed casinos and they have been playable (they pay out, process deposits, etc) but I wouldn't trust a site that fakes a license or claims they have a license when it's not the case
