Under those circumstances, I see no harm in lodging the complaint request now. It could eventually motivate the operator to be more cooperative with you. Besides, our complaint process usualy needs some time to progress further, so this action could be a sort of a shortcut.

The phrase "final decision" in the terms sounds much stronger than it actually is. A casino can call its internal decision final, but that doesn't automatically mean the player loses the right to challenge it through an ADR, regulator, or other dispute process.
What would matter to me is whether the casino can clearly explain which rule was broken and provide evidence for its decision. If they simply hide behind this wording and refuse to explain anything, then the clause becomes much more questionable.
In my opinion, you described the theory well. Prax may look entirely different.
