Simply because you can use the card for a deposit much easier because there are no security checks and you want to play immediately, hence casinos allow players to use this option. But during the withdrawal, the situation is completely different. 

Here comes: security checks, personal info checks, bank account checks, card checks - it's quite a bureaucracy and it all must be dealt with in order to successfully pay out the winnings. And casino must go thru all those checks, it's the law.

Attention, the casino limits the maximum win per spin to x100 when you use a bonus. This is one of the worst rules I've ever read in bonus terms and conditions.

Though I understand your concern, it would be quite unfair if the casino decided to limit wins per spin without using a bonus.

I would personally say that this is not much worse than the max bet or max cashout rule usually applied to bonuses as well.
