In my opinion, and experience winning/loosing doesn't depend of the type of license. I did have many winnings in casinos operating under Curaçao gambling license, Malta gambling authority and some casinos operating without license. The most on exact casino and exact gambler.

If there are delays in a withdrawal, this is not a problem in itself. However, a reputable casino should block the amount and not immediately release it for play again.
