Some casinos provide their services under more than one license and each is a separate ecosystem, so maybe when you asked on a website that does not target your county, they truly could not find any account. I would then expect to point you to the proper landing page or support.
Which gets me to the two-account situation: This scenario makes more sense, and when a casino is convinced that a player created more than one account and used this as an advantage, they usually void the winnings and close the accounts.
