Almost each country regulates gambling; for that, the national regulator is settled - in the case of Spain, the DGOJ, I believe each player knows the national regulator. Then there are offshore licenses, because there are still countries without their own regulators.

If you do not trust Curacao or other offshore licenses, play only at casinos regulated by DGOJ.

In order to present each player with the preferable info, casinos use mirrors to do so. One for each language or one for each market, one for each license - it depends.

Offshore licenses are much easier to get, so many casinos prefer this type of license. It's up to the players whether they want to play outside their "home" regulator.
