I would say you have all the clues in this thread and as we were explaining many times> verification deposits exist and are usualy lower, just like your situation and are necessary for withdrawal because the casino needs to verify your payment method first.

A scam falls under the fake KYC fees or withdrawal fees shown in this thread.
