Take a look around this forum to see how many delays have been caused by the banking holidays. No, the 3 hour delay is not a scam, and the explanation is quite clear. It is indeed a shame you have not received a proper explanation or apology from the casino. However, the point of delay is to try to reduce it, not to create another one. I can't recall a single casino that would send an honest apology for 3 hours of waiting during holidays. I understand you would rather not see that and prefer to be angry.
