It didn't matter how much you bet or if you bet on multiple paylines or just one. You just had to play with the lowest possible bet and wait for the 3 scatters.

This isn't exactly the case I wanted to find, but just look at Gonzo's Quest.

You can't have the scatters anywhere. They must be on a BETLINE (all the betlines can be seen in the upper right corner) and they must be in certain order. So whenever you get 3 scatters, it doesn't mean you active the bonus features. There are other rules related to it.
