Dutch gambling watchdog issues record fine, Fertitta bids for Caesars, Casino Guru Complaint Resolution Center helps players recover $60m

One of the much-anticipated UFC events, the UFC Freedom 250 at the White House, has finally been locked in. With the full fight card revealed, the actual number of bouts is much smaller than initially anticipated, raising the question is it anti-climactic.

The American businessman, TV personality and diplomat, Tilman Fertitta, is reportedly in exclusive talks to buy the gaming and entertainment giant, Caesars Entertainment, a report from the Wall Street Journal suggests. Fertitta's bid, estimated at approximately $7bn, reportedly topped a competitor's bid from the billionaire investor Carl Icahn's company, the report suggests, based on information by people familiar with the matter.

Business and finance

Earlier this year, Andrew Rhodes, the CEO of the UK Gambling Commission, confirmed his intention to step down at the end of April. Earlier this week, media reports confirmed that Rhodes may be considering a senior-level commercial gambling role. A spokesperson for the Gambling Commission acknowledged that Rhodes has notified the gambling regulator about his intentions and confirmed he has stepped back from duties that might represent "risks of a conflict of interest."

Coushatta Casino Resort, the largest casino resort in Louisiana, appointed Tanya Duhon to the role of permanent Chief Financial Officer (CFO). An executive with more than 20 years of experience, Duhon has held a range of important roles throughout her career and most recently oversaw the casino resort's finances as interim CFO.

The popular daily fantasy sports platform with a strong presence in the United States, Underdog, announced a cost-cutting initiative, slashing 125 jobs. The aforementioned figure translates to more than 20% of Underdog's current workforce and the decision comes during an increasingly competitive market conditions. The majority of the job cuts affected the company's fraud department.

Better Markets, the non-partisan, non-profit organization, called prediction markets gambling, joining the number of organizations criticizing the sector. Better Markets described the use of sports event contracts by prediction markets as "gambling," a position shared by other trade groups such as the American Gaming Association.

Kaizen Gaming announced the acquisition of GameplAI, bolstering its AI capabilities. While financial details of the acquisition were not publicly disclosed, the former is expected to propel its player markets, sports trading and performance capabilities, and strengthen its leading brand Betano.

Regulation and laws

Kentucky lawmakers are exploring potential changes to the state's existing gambling laws. Per a new proposal affecting the sports betting framework, the minimum gambling age would increase to 21, while at the same time, a ban on college prop bets would be implemented. Ultimately, the bill is expected to strengthen consumer protection.

Trade group VNLOK highlighted that rising gambling taxes in the Netherlands are counterproductive. The group warned that increasing tax policies reduces collections and even boosts the black market. VNLOK pointed to the tax rate increase from 34.2% in 2025 to 37.8% in 2026, acknowledging that the uptick weakens the regulated gambling industry.

Kansspelautoriteit (KSA), the gambling regulator in the Netherlands, issued a record €24.8m fine. The hefty monetary sanction impacted Novatech, a gambling operator, which, according to the regulator, offered its services to Dutch customers illegally.

Besides the record €24.8m fine, the KSA issued a sanction of €1,795,000 against Fortaprime SRL. Similarly to the penalty against Novatech, Fortaprime was fined due to illegal gambling.

While the two fines sound significant, the gambling watchdog explained that those sanctions were capped by the existing Dutch law that says fines cannot exceed 10% of the global turnover of the operator. Had that rule been different, the two companies may have received even greater monetary penalties.

Responsible gambling

Amid a rise in gambling, the National Collegiate Athletic Association (NCAA) announced a new Player Availability status, strengthening transparency and integrity. Affecting the Division I Men’s and Women’s Basketball Championship, popularly known as March Madness, the new policy seeks to make it difficult to abuse insider information to influence market outcomes.

On the other hand, the NCAA was criticized for its decision to sell data to gambling companies. The Public Health Advocacy Institute (PHAI), joined by two State Senators, warned about the potential dangers of gambling on college sports and using real-time and historic NCAA data. According to PHAI, selling official NCAA data enables betting companies to offer a plethora of college prop bets, raising concerns about integrity risks.
