Tobique Gaming Commission (TGC)
The Tobique Gaming Commission is a newly established online gambling regulator for 2024, based in the territory of the Tobique First Nation in New Brunswick, Canada. Operating in accordance with the Tobique Gambling Act of October 13, 2023, the TGC issues licenses and oversees all gambling operations conducted by its operators, both locally and internationally.
Simple, but effective
The Tobique First Nation is a Wolastoqey Nation community situated alongside the Tobique River and stands as the largest reserve of its kind in New Brunswick. For over 30 years, land-based gaming has been authorized here, including a successful local brick-and-mortar casino. Through the establishment of the Tobique Gaming Commission, the Nation hopes to expand its influence via the remote gaming sector.
Being easily attainable appears to be a key principle for the TGC, as exemplified in the tagline "Gaming Licensing Made Simple" on the regulator's website. The commission declares that it is committed to offering a flexible, straightforward licensing process that is cost-effective and quick to obtain.
Licenses are currently granted to eligible operators via an authorized delegate, Differentia Licensing Advisory Group Ltd (https://dlagglobal.com/).
A single license can cover all forms of gambling that an operator may wish to provide, such as sports betting, casino games, bingo and lotteries, and can authorize both land-based and online gambling. Due to its relatively low cost, it may be more accessible and appealing than licenses from more established regulators, particularly for startups or emerging companies. There are also few restrictions on the jurisdictions that operators are allowed to offer their services to.
The commission states that it promotes four core values: Respect, Transparency, Passion, and Perseverance, while striving to become the preferred licensing choice for operators worldwide.
How to check a license
All operators must display a license validator seal on their website. By clicking on this seal, visitors can access a validator page containing information on license validity and which websites the license applies to.
The validator page's URL should always commence with "https://validate.dlagglobal.com/validate?domain=" in order to be considered trustworthy.
There is currently no list of licensed operators available from the TGC, but this may change as the regulator establishes itself and issues more licenses in the future.
Dispute resolution
The license validator page also includes a form for the submission of complaints to the regulator, but it is clearly stated that players should only contact the commission if they believe that a casino is in breach of the terms of its license.
All disputes should first be addressed with the operator themselves, and regulations stipulate that each operator must provide access to an approved Alternative Dispute Resolution (ADR) service for resolving disputes that cannot be settled directly.
Be sure to include all relevant details when submitting a complaint to the TGC. Currently, only complaints submitted in English will be accepted
Stay safe
There are indications that player safety is also a consideration for the commission. Operators are required to offer tools to players so that they can monitor their gambling habits, with the TGC recommending the inclusion of limit-setting options when registering an account.
Players must have the ability to choose from Deposit Limits, Loss Limits, or Time Limits at the very least. Additionally, the option to self-exclude from a specific casino should be provided, and players must be able to withdraw their balance during the exclusion period.
It is possible for players to request Self-Exclusion from all Tobique licensed casinos that participate in the Self-Exclusion program. There is a form available in the license validator page, and players can choose from a period of 6 months, 1 year, 2 years, or permanent.
The commission also works in partnership with Omnia Health Group, to help operators provide assistance and support to self-excluding players.
