Department of Consumer Protection (DCP)

All gambling activity in the state of Connecticut is regulated by the gaming division of the Department of Consumer Protection. Sports betting, Casinos and lottery are all allowed to operate within the state, and online gambling was legalized from Tuesday, October 19, 2021. However, the privilege of obtaining a license has been restricted exclusively to the Connecticut Lottery and two Connecticut tribes - The Mohegan and the Mashantucket Pequot.

Two tribes

On March 18th 2021 the Mohegan and the Mashantucket Pequot tribes announced an agreement had been reached with Connecticut Governor Ned Lamont to allow for the modernization of gambling offerings, including the introduction of online gambling. Casino gambling previous to this was limited to two very popular land-based casinos, Foxwood Resorts and the Mohegan Sun, also operated by the tribes.

Note:

Connecticut was the sixth state to legalize online casino gaming with the launch of its two online casinos, DraftKings Casino and Mohegan Sun Casino.

Complaints and disputes

Should a player have an issue with an online gaming operator, they are recommended to contact them directly and lodge a complaint via the process described on the operator's website. If the problem cannot be resolved via the operator's complaint process, players can contact the DCP Complaint Center and submit a complaint to them. Complaints can be made online, or by downloading a form and submitting by e-mail to dcp.complaints@ct.gov, or by post to the address listed below.

Responsible Play CT

The DCP, in collaboration with the Connecticut Council on Problem Gambling and various other bodies, has developed a dedicated responsible gambling website called Responsible Play CT. The website was established to provide information and tips to players and to prevent excessive gambling.

The Connecticut Council on Problem Gambling also provides a wealth of information and resources on its website, and offers trained Helpline Specialists who connect callers to free, immediate support & treatment options in Connecticut.

Additionally, there are a number of statutory measures that online gambling operators must have in place concerning responsible gambling and advertising:

  • The time the player has spent gambling must be clearly displayed
  • A responsible gambling message must be included in all advertisements, featuring the text "If you or someone you know has a gambling problem and wants help, call (888) 789-7777 or text “CTGAMB” to 53342"
  • The player must be given the ability to initiate a break from gambling
  • A link must be provided to information regarding responsible gambling

Self-Exclusion

The DCP also operates a Gaming Self-Exclusion program, allowing players to restrict themselves from any legalized gaming activities in the state for a period of one year, five years, or a lifetime. Players that wish to do so must first read and agree to the Connecticut Gaming Self-Exclusion Terms and Conditions before proceeding to complete the Self-Exclusion Registration.

Once added to the list of excluded players, it is impossible to cancel the exclusion until the specified time period has expired, and even then you must request to be removed from the register.
