Do Casinos have ability to edit RTP and cap max wins?

As title says;

Are casinos in charge of the RTP of games once they partner with games providers or are the games set by default to what the provider intended ,

I have a query with Gamdom that was left unpaid and they’ve edited / max capped the maximum potential pay out of the slot "Lil Devil" this games capable of over 36,000. I hit a 14,910x and Gamdom have now MAX capped the game to a measly 1,338x. (See attached image 1,338x MAX)

are they running legit provider games? Or have they introduced scam games?
