DCMS now ties loot box purchases to parental consent

DCMS first said it would not add loot boxes to the Gambling Act 2005 review. They announced the parental consent measure shortly after, though, which I feel is a good way to regulate loot boxes.

Proving loot boxes are actual gambling is likely to be a tedious process (see the Netherlands), but borrowing from working solutions (i.e. Xbox's way of controlling in-game purchases) makes sense to me.

What do you guys think?
