In casino terminology, there are many phrases that are easily understood and popular. Then there are casino terms that can cause confusion and such that are completely unknown to people outside of the gambling industry. When people search for "junket meaning casino," oftentimes they are trying to better understand the term and how it is associated with VIP gambling and high rollers.

What does junket mean in casino?

The term junket has a significantly different meaning in gambling than the old-fashioned creamy milk-based dessert. In the casino industry, a junket operator refers to a business arrangement where a third-party company promotes gambling activities to wealthy customers in exchange for commission.

To put it simply, a junket operator organizes gambling trips for high roller international players, who benefit from special treatment. In exchange for this service, the junket operator collects commission from the gambling operator they work with.

Typically, the so-called junket trips can include a lot of amenities, including but not limited to luxury travel and accommodation, extended line of credit and premium experience. Considering such services usually serve the most affluent gamblers, most casinos prefer to collaborate with casino junkets rather than engaging with every single high roller.

How does a casino junket program work?

Junket operators usually offer various programs and cater to a specific type of clients, namely, high rollers and wealthy individuals. Once the junket operator has identified such a group of individuals, they organize a casino junket program that focuses on gambling activities.

Depending on the arrangement between the casino junket and the customers, upfront payment may be required in order to secure credit. In some cases, the casino junket operator may manage the transactions on behalf of the group that gambles, subject to an agreement with the land-based casino operator.

Usually, casino junket programs include traveling arrangements for the VIP casino players. What is the role of a casino junket operator?

The primary objective of junkets is to serve as the link between high roller players and casinos. Junket operators focus on recruiting wealthy gamblers, encouraging them to gamble and visit particular casinos. To ensure the high-value gamblers are satisfied with the service they provide, junkets keep close contact not only with casinos, but also with other businesses offering personalized services before, during and after the gambling trips.

In some cases, junket operators are in charge of credit arrangements between the players and the casino. They often organize accommodation, booking, transportation and financial transactions. While dealing with the financial aspect creates a hassle-free process for the high roller players, it is associated with risk for the junkets in cases where individuals fail to pay for their gambling activities or engage in unlawful activities.

Suncity Group: the biggest scandal involving a casino junket

Historically, junkets played a major role in the expansion and growth of casino operators across Asia. Attracting wealthy customers, including bankers, businessmen and entrepreneurs, the activity exploded in popularity, driving revenue not only for casino gambling but tourism. However, amid the expansion of casino junket programs, risks associated with the activity resulted in increased scrutiny in the last few years.

One notable scandal is the downfall of Suncity Group, formerly the world’s largest junket operator based in Macau. Suncity Group was founded in 2007 by Alvin Chau and quickly capitalized on the niche of VIP gambling.

A decade later, the company was still in business, making a profit and organizing junket trips for wealthy gamblers. Then 2021 came and Alvin Chau, Suncity Group’s founder and CEO was arrested on charges of illegal cross-border gambling, money laundering and was accused of ties to criminal organizations. Two years later, in 2023, Chau was sentenced to 18 years in prison.

The massive scandal involving Suncity Group had a long-lasting impact on junket operators. Macau effectively pulled the plug on the activity, dismantling many VIP gambling operators. As a result, casinos across Asia and Macau in particular,changed their strategies with the goal of relying less on VIP gamblers and junket activity and encouraging entertainment, tourism and non-gambling activities.

Are casino junkets operating today?

Junket operators continue to offer their services, connecting VIP gamblers and casinos in different markets across the globe. Notably, in Macau, where the activity was once thriving, there are restrictions limiting the total number of casino junkets to 50.

Currently, about 30 junkets operate in the country, following strict regulations related to money laundering and other licensing requirements. Before the scandal involving Suncity Group, junkets had the opportunity to collaborate with multiple casinos, whereas right now, they can do business with a single casino operator.

Despite the existing restrictions, many VIP casino players still use the services of junket operators. Still, gambling operators rely less on revenue from such activities and focus on other growth opportunities.
