The Netherlands Gambling Authority has issued a penalty against Optdeck Service Ltd, which trades as Unibet in the Netherlands. According to the watchdog, Optdeck, which is licensed to offer games of chance and sports wagers in the country, on several occasions offered unauthorized sports betting activities between October 2022 and May 2025.
The regulator has deemed the violations serious enough to impose a €75,000 penalty for every week when a penalty occurs, with a maximum penalty sum set at €450,000. Specifically, Unibet is said to have offered proposition bets, i.e., bets on certain events within a game, such as corner kicks and yellow cards for soccer games.
Another offense registered by the regulator has been the offering of gambling markets for participants who were under the age of 21. According to the regulator, it had reached out to Unibet multiple times to communicate its concerns, but has not seen sufficient improvement. A translated statement from the website reads:
"The KSA has repeatedly addressed Unibet about the betting options offered. The KSA sees insufficient improvement and a real risk of recurrence.
Under Dutch gambling law, betting on certain matches and event components is prohibited. This is to protect the integrity of the sport and these bets, and to prevent manipulation of these sports bets."
The KSA has targeted Unibet in similar enforcement actions. In June, the regulator issued warnings to the company, allowing players to use the autoplay option in a certain online slot game.
Another €400,000 was handed down to the operator in December last year, when Unibet was found to have accepted wagers from self-excluded gamblers.
