PHAI hires first International Consultant on Gambling Policy

The nonprofit legal research center focused on public health law, the Public Health Advocacy Institute (PHAI), strengthened its team with a new senior-level appointment.

On Thursday, the Institute confirmed the appointment of Dr. Matt Gaskell, MBE, as its first International Consultant on Gambling Policy.

Dr. Gaskell’s appointment marks a major milestone in the organization’s ongoing efforts to deliver comprehensive, global public health regulation to the gambling vertical.

The first International Consultant on Gambling Policy at PHAI is renowned for his work with individuals and families helping them overcome gambling-related harm and disorders.

Dr. Gaskell is a licensed psychologist and a Member of the Oder of the British Empire (MBE) by His Majesty King Charles III as of 2025.

He achieved this prestigious honor for helping people affected by problem gambling and harm.

What’s more, Dr. Gaskell is recognized as an advocate for comprehensive regulation of the gambling sector and is currently a member of the World Health Organization’s Expert Group on Gambling.

Dr. Harry Levant,PHAI’s Director of Gambling Policy, spoke about the latest appointment, Casino Guru News learned from a press release.

"I have long considered Dr. Gaskell a friend, colleague, and source of inspiration. He has, for years, stood tall fighting for the mental health and safety of countless people suffering from gambling-related harm," he explained.

Moreover, Dr. Levant pointed out: "Matt has my respect and admiration, and it will be a privilege to have him on the PHAI team."

Dr. Gaskell acknowledged that it is an honor to join the team of experts at PHAI and leverage his extensive expertise, contributing to the fight against gambling harm.

"I look forward to bringing my expertise and strategic planning to PHAI, working alongside Dr. Richard Daynard, Professor Mark Gottlieb, and Dr. Harry Levant to further PHAI's work in the months and years to come," PHAI’s first International Consultant on Gambling Policy added.

Professor Mark Gottleib, PHAI's Executive Director, was similarly delighted, explaining that he is thrilled to welcome Dr. Gaskell to the Institute’s team.
