it is normal if: your VIP status is defined by the amount you have deposited over a certain period of time.

In that case, lucky players tend to deposit less often due to higher account balances, so eventually, due to that, their VIP status gets lower because they don't need to add more money.

I hate to say it in such a quick succession, but with all respect, properly licensed casinos just do not need to "rig" the game.
